Sefika Kutluer studied at the Ankara State Conservatory and graduated with honors in 1979. She became a member of the Presidential Symphony Orchestra and taught at the Ankara Conservatory for a number of years. She studied for her soloist career in Vienna and Rome. In 1995, she was awarded the presidential medal in Turkey, the highest honor the country confers upon an individual. In 1998, she became a "State Artist" in her native Turkey.
